Procurement & Contracting Opportunities
Peoria Housing Authority (PHA) solicits bids for goods and services in accordance with federal, state, and local procurement regulations. We are committed to fair, open competition and encourage participation from all qualified vendors.
How Procurement Works
PHA follows HUD procurement standards (24 CFR 85.36) and the Illinois Procurement Code. Depending on the estimated contract value, we use:
- Micro-purchases (under $10,000): May be awarded without competitive quotes.
- Small purchases ($10,000 – $250,000): Requires price or rate quotations from multiple sources.
- Sealed bids (over $250,000): Formal invitation for bids with public opening.
- Competitive proposals: Used for professional services or when sealed bidding is not practical.
All contractors must meet Section 3 and equal opportunity requirements.
